ことがある

ことがある says one event happens now and then (遅おくれることがある). たり〜たり lists it as one example from a longer, unnamed list.

時々ときどき just adds "sometimes" and leaves the tense free (時々ときどき遅おくれた). 〜ことがある instead carries the tense on ある itself, stating only that it's possible (時々ときどき遅おくれることがあった).

ことができる says you can do something (することができる). ことがある says it just happens sometimes (することがある), not that you're able to.

こと＋がある on its own can mean "there's something to say" (言いうことがある). The fixed phrase ことがある means "sometimes happens" instead.

ことがある says something sometimes happens (遅おくれることがある). ことはない says it never does (遅おくれることはない).

行いったことがある reports past experience ("have been, at least once"). 行いくことがある reports something occasional ("sometimes go"), one た apart.
