とき can carry the same "every time" reading with help from an adverb like いつも, but たびに is the dedicated form and needs no such prop — 忙[いそが]しいときはいつも音楽[おんがく]を聴[き]く and 忙しくなるたびに音楽を聴く both work, but only たびに makes the recurrence explicit on its own.
ごとに attaches to a bare count or fixed interval (三回ごとに、五分ごとに) and needs no real recurring TRIGGER event; たびに needs an actual event-denoting occasion and can never take a bare number (×三回たびに) — the two overlap only where the interval IS an event (出張のたびに ≈ 出張するごとに).
