〜てしまう marks the completion from inside the verb and colours it with regret or finality; もう is an outside adverb that reports only that the change has happened by now, with no attitude attached — which is why もう adds no regret of its own.
Both mark a moment arriving, but もう〜た says the change is already complete and そろそろ that it is still pending and due — もう帰った reports a departure, そろそろ帰る announces one, so a speaker already out the door cannot use そろそろ.
