The bare 〜とかんがえられない reads as an unfinished sentence.

  • おもう pins the judgment on a named thinker who then answers for it (わたし失敗しっぱいだとおもう); とかんがえられる deletes the thinker and presents the conclusion as what the evidence licenses — which is why conversation runs on とおもう and papers and incident reports run on とかんがえられる, and why adding わたしは back to とかんがえられる undoes the frame's whole purpose.

  • だろう is the speaker's own confidence gauge and works at any register in speech (明日あしたあめだろう); とかんがえられる is written-formal only and claims the conclusion follows from evidence stated somewhere in the text, so a weather remark takes だろう and a report's finding takes とかんがえられる — they are not interchangeable at any single register.

Lookalikes

  • かんがえられる is four ways ambiguous and the frame decides which — preceded by a と-clause and with no experiencer marked, it is the passive-potential "the conclusion is available to anyone", not "I am able to think it" — the potential reading needs its experiencer spelt out (わたしにはそうはかんがえられない "I can't see it that way"), and the academic frame deliberately has none.
