こと keeps the clause a proposition and can be true or false (難しいことは分かっている); さ extracts the DEGREE as a measurable noun, so a number, a comparison or 〜が分かる can attach to it (この問題の難しさ) where こと takes none of them.
の wraps a whole clause and leaves the adjective conjugating inside it (高いのが気になる); さ replaces the adjective with a noun outright, which is why さ can head a genitive (この山の高さ) and の cannot.
Lookalikes
Same adjective stem, two suffixes that never swap — さ builds a noun that takes が and を (寂しさが伝わる), げ builds a modifier reporting how the feeling LOOKS from outside (寂しげな顔), so げ never appears as the subject of a sentence.
Both sit on the bare adjective stem, and the tail decides the part of speech — 高さ is a noun you can measure (高さは三メートル), 高そう is a guess that behaves as a な-adjective (高そうな時計); さ makes no claim about whether the speaker has checked.
