  • 以上は is the more written, reasoned member and tolerates an impersonal or purely stative premise (供給きょうきゅう回復かいふくしない以上は…); からには is more spoken and more emotionally loaded, and strains on that same stative premise — it wants the premise to be someone's choice or assumed role (んでいるからには, けたからには), which 以上は accepts too but does not require.
